You can enable this new Google Bar by using this simple trick for Chrome and Firefox:

  1. Install Edit This Cookie Chrome Extension.
  2. Open Google.com in your Google Chrome Browser
  3. Right click and select Edit CookiesEdit Cookies
  4. Change “PREF” to this:

    Change PREF

  5. Reload Google.com to see the change.
